Bad service

I went into a local shop that is a German car specialist and got the level 2 for my 1995 318ti. When I asked about if they replaced the dif and gear box fluid they said they just check the level. Do I have an obligation to report this to the public?
Lev 2 service clearly states replace fluids not just check.

Obligation to report this to the public? If it's just a car specialist, then BMWNA has nothing to do with it. Otherwise I dont think you should. Most likely they've been working on german cars for longer than you've been driving them. I would just go back and ask that they do that.
