Flap in one of the exhaust pipes (97' 328i)

My 97' 328i (UK vehicle) has a flap located in the right exhaust tail pipe. Does anyone know how this flap operates and what its purpose is? These flaps are also present on a lot of 6cyl models from what I have seen from roughly 97' onwards.

I have heard a few things such as it being a 'power flap' - so that the further you press the accelerator the more the flap opens etc. Also I have heard that the flap is supposed to stay shut as the car warms up to help get the catalytic converters upto temperature. Any information would be appreciated.
