NO x levels too high

1997 540i recent california emissions test almost failed at 400. HC and CO levels very low. What could cause problem. O2 sensor or is a new cat required? Or is there somehting else afoot?

yah the o2 might need replacement

how many miles on the car? cat shouldn't be busted unless someone gutted it
before you bought it?
