Alternator Belt Problem

The subject may be slightly misleading, because I'm not positive which belt is causing the problem. It may also be the power steering belt.

I've tightened both of these about four times now, with a socket and adjustable. At first the power steering was too tight, and that made a terrible noise, so I had to loosen it a bit, but with that resolved, one of the belts continues to whine. I'm pretty sure it's the alternator, because it gets loose about 48 hours after tightening. I'm getting the bolts as tight as I possibly can, leverage and all and the belt appears to be in good shape. Any suggestions?

I did, however, buy all new belts, which I do want to put on, but I'm a bit scared. First of all, I can't easily get to where the alternator belt connects to, and the Bentley is very unspecific about what I need to take off / get around to do so. Does anyone have any idea, for my specific car? As far as I know the AC and Power Steering belts are poly-ribbed and the Alternator is a v-belt, but I don't have them right here to check.

Also, how do you guys adjust the tension? I wish I had a v-belt tension gauge but all inquiries to part shops locally lead to a "huh?" response.

Oh. Is there any extra information / diagrams about this in the Haynes Manual?
