There's no possible way the brakes could make RPM's surge.

The Bentley repair manual suggests that you use distilled water BECAUSE tap water Is generally more corrosive. And do not use antifreeze that contains phosphates.

once and for all.......
the water pumps only had a plastic impellor!!!
This over time would wear down resulting in a loss of adequate water flow through the engine. If at any time you are changing anything at the sharp end of the engine you may well be thankful for at least checking to see if it has been changed to the metal impellor.
