I finally broke down and had the car in for service and this problem is gone. In case any of you experience this same trouble with your convertible check the following:
The trunk latch had a 1/16" ding in it that hit the latch post and ever so slightly moved the post so it wouldn't latch. A sensor wouldn't trigger the top to move because it knew the trunk wasn't latched. Ding was ground to smooth, latch post reset, trunk latches, top operates, driver smiles...
