have a 98 320i with OBC. When I turn the ignition over, or
press the Check button, I get the entire display filled with blocks, an
arrow pointing in at each end, and a plus sign. After about 3 seconds this
disappears. All the other functions of the OBC appear to work fine (temp,
speed, consumption, etc). Is the initial display fill a self test to
ensure
none of the display parts are damaged? Or does it indicate a problem?
There
is nothing in the owner's manual about the display looking like this. I've
only had the car a couple of months, and it's always done this, but I've
had
to replace a brake light bulb which the OBC didn't warn me about, so I'm
wondering if this is normal or if it indicates a failure somewhere
(although
the owner's manual says that it should display a message about an Init
failure if this happens). There is also a disconnected blue wire under the
rear seat (car does not have an alarm so it's not that) which I haven't
had
chance to trace yet, could this be part of the OBC circuit?

if its anything like mine.... all the lights illuminate to show you that all of the lights (on the OBC board) still work and that if something is wrong you won't think it is ok because a light is burnt out. Much like all the lights on your dashboard when you first start your car (oil, check engine, abs etc.)

blue wire... no idea.

I had the same isues when I retrofitted the OBC (replaced the ugly analog clock) ... the problem is that you do not have a check control module on your car (only some models have it) so that's why you got the message on OBC. For the cars without Check Control Module , when you press the CHECK button of the OBC you will "light" the entire display ... so you can check that the display is working ... the message "Check Control Innactive" can be solved if you reprogram your OBC ... just go to a BMW service, they have to solve it by connecting the BMW tester to your car.
If you want to add a check control module to your car please note that it involve quite a lot of work ... nothing very complicated , just adding more wires and some sensors (coolant level sensor, windscreen level ..etc) ...
